"I've seen this movie before," Gov. Andrew M. Cuomo once said.

Though he wasn't talking about toll hikes, he could have been.

Cuomo has sent a letter to leaders of the state Thruway Authority, whom he appointed, telling them that a proposed toll increase for the Tappan Zee Bridge in the Hudson Valley was too high.

For now, their plan is to raise the toll from the current $5 to $14.

One year ago, the Port Authority approved a scaled-back toll hike on bridges and tunnels -- after Cuomo and New Jersey Gov. Chris Christie said the authority's proposed increase was too high.
