East Hampton Village is getting ready for spring by proposing changes in the village code to address two perennial local problems — noise and parking.

The village board already restricts “loud, disturbing and unnecessary noises,” and wants to further limit noise by reducing the hours that construction and demolition work can take place. The board also plans to extend by about two months the seasonal restrictions on leaf blowers and lawn mowers.

Currently, lawn equipment can only be used in the village during limited hours on weekdays and weekends from May 1 to Nov. 20. The village wants to extend those restrictions to run from April 1 to the second Friday in December, and also cut the time homeowners can operate power lawn-care equipment on Sundays by four hours, from the current 7 a.m. until 8 p.m. limitations to 9 a.m. until 6 p.m.

Village officials also want to make the two-hour parking limit in two parking lots a year-round restriction. Currently, motorists are limited to two-hour parking in the Reutershan parking lot by Herrick Park and the Schenck parking lot off Newtown Lane between May 1 and Nov. 30.

The one-hour limit at the Bank of New York parking lot, which also is in effect from May 1 to Nov. 30, would also apply year-round under the proposed changes.

Special parking permits would be given to bank employees and to volunteer firefighters and ambulance squad volunteers who work in the central business district.

Public hearings on both proposals will be held at the next village board meeting on March 21, and could be adopted that day.
