The East Hampton Village Board gave its village administrator yesterday the authority to transfer funds among accounts as needed to close the books on the fiscal year ending July 31.

At a special meeting the board also set a public hearing for Aug. 16 on a proposed code change that would restrict mass assembly gatherings on commercial property to indoor events only.

Village Administrator Larry Cantwell, who completed his last day on the job yesterday, said the change would put into the code what is already a common practice in the village. It would not apply to the Ladies Village Improvement Society grounds, which is not zoned commercial and is the site of an annual fair which is the biggest event in the village.
