Letter: 58 counts of suspended license

Regarding "Cops: Driver's license suspended 58 times" [News, Sept. 22], I want to know, when are our laws enforced? This 30-year-old man never had a license, received numerous traffic violations, failed to answer a summons and failed to pay fines.
Why is this person still driving? Why has he not been put behind bars to teach him a lesson?
