Letter: How did plot suspect get so far?

I am comforted by a high school principal's assurance that Florida bomb-plot suspect Jared Cano was expelled in April 2010 for a nonschool-related incident and would have been red-flagged if he had tried to come back on campus ["Florida bomb plot halted," News, Aug. 18].
However I am exasperated that he had several arrests as a juvenile -- including burglary, carrying a concealed weapon, altering serial numbers on a firearm and drug possession -- and allegedly was still able to conduct a bomb-making and marijuana-cultivating operation in his home. It seems to me that the Tampa courts, the school principal and the parents were either totally incompetent and/or users of the product police say he was cultivating.
Thank God a tragedy was averted by somebody having the good sense to alert police.
