As Nassau County gets a new budget chief, Long Beach gets a new comptroller.

Jeff Nogid left his position as county budget director after he was recruited to Long Beach by new city manager, Jack Schnirman.

“He brings a no-nonsense, numbers-based approach to saving money in a budget, which is what we need here,” Schnirman said. “I expect him to help us identify the depths of our deficit, repair our relationship with the credit rating agencies, and put together a corrective action plan” to remedy Long Beach’s finances.

Nogid, who lives in East Meadow, will start in Long Beach at the end of the month, Schnirman said, and will be paid $145,000 per year. He was making $130,000 with Nassau. He will replace Sandra Clarson, who earns about $130,000.

Nogid is being paid more because he is a top-tier hire, a “great get,” Schnirman said.
“We’re reaching to a higher level of government to bring in an expert in dealing with financial turnarounds,” Schnirman said, adding that the city will be saving money in other places.

“Overall our management staff is currently and will continue to be less expensive than the previous administration,” he said.

According to a city news release, Nogid, 47, won four consecutive Budget Presentation Awards from the Government Finance Officers Association during his stint at Nassau — he started with the county in 2003 as its debt manager — and saved the county $38 million. Before working in the public sector, he was a manager in the Enron Corp. treasury department.
