Democrat Ellen W. Birnbaum has gone door-to-door to make sure business owners know about available COVID-19 relief funds. The Great Neck incumbent emphasizes the importance of encouraging residents to use public transit and understands the complexities of downtown redevelopment in a district with 10 different villages. But while Birnbaum, 66, grasps her district's needs, the parochial take is insufficient on larger issues like water supply, where she doesn't yet embrace a countywide or regionwide approach.

Fellow Great Neck resident Mazi Melesa Pilip, 42, points to the district's changing demographics and her ability to bring people together. The Republican should stay involved in district advocacy, but needs a better understanding of county finances and other issues to serve as legislator.

In her next term, Birnbaum should use her knowledge of local water operations to advocate for a broader view of the county's water needs and should see through key road and other infrastructure projects.
