CALIFORNIA: 'I need help,' mayor admits

Facing calls for his resignation after accusations of sexual harassment, San Diego Mayor Bob Filner apologized Thursday for his treatment of women and vowed to change his behavior, admitting "I need help." Filner indicated he would not resign but said, "I have reached into my heart and soul and realize I must and will change my behavior." He said he and his staff will take the sexual harassment training offered by the city. Earlier, at a news conference, three longtime friends and supporters called on him to resign for what one called "truly reprehensible" behavior toward women. No details were given about the alleged harassment, but former City Councilwoman Donna Frye and lawyers Marco Gonzalez and Cory Briggs said they will help the women if they decide to sue.

TENNESSEE: Inspector accused of ID theft

A former Fort Campbell inspector whose job was to investigate misconduct has been accused of stealing the identities of Army personnel, including a soldier killed in combat, in a scheme to obtain thousands of dollars in bank loans. The indictment handed down Wednesday alleges James Robert Jones, 42, of Woodlawn, Tenn., used his position as an assistant inspector general at the Army post on the Kentucky-Tennessee line to obtain personal information on active-duty Army officers, some of them deployed to Afghanistan. Jones, whose rank is sergeant first class, is accused of using the information -- including Social Security numbers and dates of birth -- to apply for loans in the officers' names. He obtained the loans from two financial institutions, the indictment said.

PHILADELPHIA: AG argues against state law

State Attorney General Kathleen Kane, a Democrat, said she won't defend against a court challenge to the state's same-sex marriage ban, which she called "wholly unconstitutional." Twenty-three plaintiffs backed by the American Civil Liberties Union sued Republican Gov. Thomas Corbett over a state law that defines marriage as a union between a man and a woman.
