City arrests three in Health Dept. report card schemes

The city's Department of Investigation made two busts this week in cases involving health department letter grades.

On Wednesday, the department arrested Anastasios Kountis, 32, the owner of Rapid Consulting Inc., which represented restaurants during Health Department appeals. The Staten Island man, who was arraigned on several charges including forgery, allegedly sold fake restaurant grade cards to nine restaurants in Brooklyn, Manhattan, Queens and Staten Island, according to the DOI.

On Tuesday, two workers at a midtown restaurant were charged with bribing an undercover officer.

Dilbag Singh, 27, of Queens, and Ahilia Narayan, 47, of Columbus, N.J., who worked at Masala Junction Restaurant on West 48th Street, face up to seven years in prison if convicted.
