Owners of rogue sidewalk ATMs would have to register them with the city and make them more consumer friendly under legislation being discussed today.

The cash dispensers, which are typically leased to businesses, would need to be outfitted with adequate lighting, mirrors, security cameras and contact info for the owner.

A 2009 report released by Manhattan Borough President Scott Stringer found the vast majority of nonbank ATMs were illegally on public property with limited enforcement of them.
