The city's commemorating a decade of complaints and questions Monday night with a special Empire State tribute.

The 311 call center launched on March 11, 2003 and changed the way New Yorkers and the government interact.

There have been more than 157 million calls since the service, which was Mayor Mike Bloomberg's brainchild, went live.

The Empire State Building will be lit yellow Monday night, the color of the 311 logo, to celebrate the service.

Numerous agencies including the Department of Buildings, Health Department and the police use the system to handle non-emergencies.

The mayor has repeatedly touteds the service and says he's used himselfon occasion.

Bloomberg said the service was critical in keeping New Yorkers up to speed with information when Superstorm Sandy devastated the five boroughs.
