Exclusive: PATH hub at WTC is behind schedule again, feds say

Progress on the PATH's transit hub at the World Trade Center has fallen even farther behind, according to documents obtained by amNewYork, and the Federal Transit Administration now says it won't be finished until May 2015 -- and that's being optimistic.
The feds say the hub's "substantial completion date" may not be until December 2015, based on their "assessment of current risk." That’s a year after the Port Authority’s planned opening.
But the FTA report notes that the “current projected completion date of May 2015 is achievable, if risks are properly managed.”
It’s not the first time the feds have offered a grim outlook on the project. In April, they estimated it was $400 million over its already increased budget of $3.4 billion and that it wouldn’t be ready for use until March of 2014. Despite work slippage, the feds say costs haven’t ballooned any further.
The Port Authority has rejected similar FTA reports in the past, but did not return requests for comment on the most recent report by press time.
