Issued a summons: Here are the nabes with the most violations

The city issued more than 350,000 quality-of-life summonses last year, with drinking alcohol in the street topping the list at 123,824 tickets, according to a new report.

Also in the top five were disorderly conduct, public urination, pot possession and trespassing.

The most tickets in the city -- 13,150 -- were given in Mott Haven in the Bronx, according to the report from The New York World, a nonprofit journalism institute affiliated with Columbia University.

Park Slope had the fewest, with 76.

When it comes to public drinking, Williamsburg had the most offenders, with 6,192 summonses given.

But the numbers of summons handed out might not be a true indicator of how many rule breakers there really are in a neighborhood, said Eugene O'Donnell, a former NYPD cop and police studies professor at John Jay College.

Sometimes stats like these "are driven by the number of cops, the willingness of individual cops, how loud complaints are in the community . . . and it could just be that a commander is hot on a given issue," he said.

The study "is a measurement, but what you find sometimes is that a precinct commander may be more aggressive because it makes X precinct look better," O'Donnell said. "I can look like I'm solving more problems if I'm issuing that many more summonses."

O'Donnell added that the report shows that the NYPD seems to be issuing these summonses across many demographics, which contrasts with common complaints of racially tinged enforcement against the department.

Still, some New Yorkers think cops could make better use of their time.

"They're not focusing on the right things," said Adam Green, 21, of Borough Park. Green said he got two summonses for disorderly conduct and reckless driving after police saw him drive the wrong way on a one-way street for what he estimated to be the length of one house.

"You can call and call and call and they never come for real emergencies, but you do something small and stupid like this and they're right there," Green said.

He added: "They should be protecting citizens, and not being out to get them."

The NYPD didn't respond to a request for comment.
