NYPD Commissioner Bratton calls for changes to gun, prison statutes

The criminal justice system is undergoing a "very significant re-examination" of illegal guns, bail and incarceration, NYPD Commissioner William Bratton said in a radio interview Sunday.
The issues have come again to the forefront after the Oct. 20 shooting death of Det. Randolph Holder, Bratton told 970/AM host John Catsimatidis.
A judge had permitted the accused gunman, Tyrone Howard, to enter drug treatment instead of going to prison.
"We have to be very concerned about who we're letting out," Bratton said, adding that authorities can have an incomplete picture of some offenders' violent histories because they have sealed records. The legal system needs "to take into account that some people -- I'm sorry -- are criminals."
Bratton said Howard had 28 arrests on his record.
