An assistant principal at a Brooklyn high school raped a 17-year-old girl shortly after she graduated in 2009, a report by the special commissioner of investigation for the New York City School District has concluded.

William Abreu, the assistant principal at Brooklyn's Progress High School for Professional Careers, also is accused of threatening to call immigration authorities on the undocumented teen if she did not submit to his sexual demands, and later stole $1,500 from her mother on the pretext of getting her an attorney, said the report, dated Wednesday.

The report said that Abreu told another 16-year-old student in 2011 that having sex with him and Juan Martinez, an official of the Progress Inc. after school program, was a condition of her school office job, and sent her to Martinez's office, where she was forced to have sex with him, according to the commissioner.

Abreu has been suspended without pay since June 2012, following complaints from three other girls that he had made sexually explicit requests and comments when they met with him to get jobs.

The investigative report recommends Abreu be dismissed and made ineligible to work again and that any future Education Department contracts with Progress Inc. be conditioned on Martinez's firing.

The report was to be turned over to Brooklyn District Attorney Charles J. Hynes. A copy also was sent to the New York State Education Department and to the DOE Office of Legal Services.

Through his attorney, Abreu declined to be interviewed by investigators, the report said. Martinez's attorney told investigators his client would assert the Fifth Amendment privilege against self-incrimination in response to any questions.
