NEW YORK, NEW YORK Turner Classic Movies spends all weekend in the city for its geo-themed 31 Days of Oscar salute. Two dozen titles include gritty drama "On the Waterfront" (Saturday at 1:15 p.m.), location musical "On the Town" (Sunday at 6:45 a.m.) and period piece "Hester Street" (Sunday at 10:45 p.m.). REALITY ARRIVALS February's Nielsen sweep brings a flood of premieres.
