A uniformed MTA police officer made a reasonable and justifiable decision when he fatally shot plainclothes Nassau police officer Geoffrey J. Breitkopf, who had arrived at a chaotic crime scene last March without his shield and carrying an assault rifle, according to a report released by the district attorney.
