Gov. Andrew M. Cuomo seems to be laying the groundwork, verbally, for a legislators' pay raise after Election Day.

The governor repeatedly heaped praise on the State Senate and Assembly in a lap around the radio dial after the close of the 2012 legislative session. "They had a magnificent, a truly magnificent session," Cuomo said after legislators gave him most of what he wanted in his agenda.

He's been not quite backing away from pay raise talk. But in one interview, Cuomo went a bit further in making the case for legislators.

"When you say to someone you haven't gotten a raise in over a decade, it's a staggering point. I understand their point," the governor said.

Lawmakers haven't had a raise since 1999.
