Gov. Andrew M. Cuomo has made headlines by pushing the idea of salary caps for a couple of sectors. But neither has become reality yet.

A year ago, the Democrat made a splash by proposing a new law to cap school superintendents' pay. But the idea hasn't garnered much mention since the adoption of the new property-tax cap.

This year, Cuomo issued an executive order to cap at $199,000 the amount of state funds used to pay executives at organizations that provide services to the state. Capitol observers say it's proved tough on two fronts: figuring exactly how to calculate what portion of an executive's salary should apply toward the cap, and applying the cap to hospital chief executives, who typically earn more than $500,000. -- Yancey Roy
