Gov. Andrew M. Cuomo's proposal to create a new, less expensive pension system faces criticism in the Legislature. So he's firing back.

At a recent hearing, numerous legislators said Cuomo's proposal, unveiled just weeks ago, is likely too complicated to fully vet and adopt in tandem with the state budget, which is due April 1. Sen. Diane Savino (D-Staten Island) not only cast doubt on the timing, but also said the plan eventually could create a generation of senior citizens who have to depend on public assistance.

Cuomo then took a shot at Savino, implying she was controlled by the Civil Service Employees Association.

"She's saying . . . I don't want to have to do it unless CSEA tells me it's OK," Cuomo said. "I would say back to that senator: Who do you represent, the people of the state or the union?"-- Yancey Roy
