CUOMO WATCH: His special session threat

Closing time equals threat time at the Capitol.

So as lawmakers sped toward the final scheduled day of the 2011 session Monday, Gov. Andrew M. Cuomo threatened to call a special session if they don't act on rent-control laws. Senate Republicans put off a vote on same-sex marriage unless a trade of rent control for a property-tax cap is completed. Senate Democrats said they won't vote for just an extension of rent control -- they want an expansion. Same goes for Assembly Democrats. Only Assembly Republicans lack the numbers to make real demands.

Cuomo said Friday that none of his major initiatives were endangered. Sure enough, a lot of what went on in recent days was the usual end-of-session rhetoric -- all coming to a head Monday.
