Gasoline rationing in New York City and on Long Island helped to clear up long lines at filling stations and reduce hoarding by consumers in the wake of superstorm Sandy.

But the idea apparently wasn't broached by a storm-response panel put together by Gov. Andrew M. Cuomo.

While the odd-and-even license plate rationing wasn't addressed, the commission called for creating a state fuel reserve and mandating that gas stations in certain areas have on-site backup generators in case of power outages.

Cuomo administration officials, asked later about whether the issue was even discussed, didn't respond.
