Will Gov. Andrew M. Cuomo have to fix the fix?

Cuomo's new ethics law, which he called historic, looked imperfect just as the newfangled commission that came with it was presented with its biggest case to date.

Criticism -- from some of its own commissioners -- about leaks of confidential information and a perceived lack of independence from the governor dogged the panel's inquiry into sexual harassment allegations against Assemb. Vito Lopez (D-Brooklyn) before it even started. One commissioner resigned.

One of the themes the governor has pushed with voters is that he's cleaning up Albany, fixing things, in part, with the new ethics law. Perhaps concerned the panel might "fall apart," as one commissioner warned, Cuomo now says the law needs "tweaks." -- Yancey Roy
