Another workweek came and went at the Capitol without the announcement of new commissioners.

Even as Gov. Andrew M. Cuomo last week announced a new chairwoman for the Commission on Public Integrity and a vice president (but no president) for the Empire State Development Corp., he didn't name anyone to head any of the state's high-profile agencies.

In filling out his cabinet, Cuomo is far behind the pace set four years ago by ex-Gov. Eliot Spitzer. One reason offered by insiders: One typically takes a commissioner's job to build up or reshape an agency, but Cuomo is planning billions of dollars in cuts and mergers. So, some qualified candidates might be averse to signing up for a slash-and-burn scenario. - Yancey Roy
