Smaller government — who decides?

I am trying to reconcile the words with the actions surrounding the culture wars front and center in various states and in Washington, D.C. As the mantra of small government is recited, there is simultaneously a push for the government to be the decider-in-chief about each and every pregnancy in the nation.
Apparently small government is not important when it comes to the very private issue of health care . . . for women.
I just got a letter from my health insurance company informing me that one of the medications I take is being recalled. Part of the advice I was given was to discuss this with my doctor, because "you and your doctor make decisions about your health care." Really? Unless I have to terminate a pregnancy?
