Snow-clogged lot meant no train ride

I went to the commuter parking lot in Wantagh at 7 a.m. after last week's snowstorm and found that it was not plowed. My car became stuck in this lot, and it took me an hour to get it free.
The Town of Hempstead and Nassau County made robo-calls to tell me that it is snowing (which I do not need) and the Town of Hempstead did not plow the empty parking lot overnight (which I did need). I wonder who decides priorities for plowing.
I intended to use the Long Island Rail Road that morning, and it appeared to be running reasonably well, but I had no place to park. I had no choice but to drive to Manhattan.
