State lawmakers did not repeal the Metropolitan Transportation Authority payroll tax that has raised the ire of Long Island officials and business executives since it was implemented. The MTA payroll tax affects businesses and nonprofits in 12 downstate counties and raises about $1.4 billion for public transit.
