In view of the financial troubles of the various counties, towns and even the state of New York, I believe a law should be passed requiring better accounting procedures.

Many procedures now used seem to be subterfuges or plain dishonest, spending money that is not actually there and presenting budgets that the average citizen cannot comprehend.

Let's get back to simple and honest economic budgeting and reporting as taught in high school. Back to money municipalities actually have, and not daydreaming money that's not there.
