Flower Hill: Split between 3 school districts, tiny community known as safe, quiet, family-oriented

THE SCOOP At just 1.6 square miles and fewer than 5,000 people, the small North Shore enclave of Flower Hill nonetheless takes three of everything to make it complete.
"We are the village of threes," two-term mayor Randall Rosenbaum said. "We have three different school districts, three different water districts, three different fire districts and three different libraries!"
It is an odd boast yet somehow endearing — because, explained local historian Mitchell Schwartz, transcending those differences is what unites this Town of North Hempstead village: "We all take pride in sharing a community."
The gateway to Port Washington Peninsula, Flower Hill is best known for its affluence and as the home of St. Francis Hospital & Heart Center. "When you tell someone you're from Flower Hill," said the mayor, a 26-year resident, "they look at you and go, 'Where's Flower Hill?' And I say, 'Do you know were St. Francis Hospital is?' And they go, 'Oh, I know exactly where you live!' "

Almost entirely residential, Flower Hill has no public schools but, depending on where a family lives, children attend either the Roslyn, Manhasset or Port Washington school districts. The village does have the 101-year-old private Vincent Smith School for students with learning disabilities, grades 1-12.
While the four-lane Port Washington Boulevard courses north-south through the village, there is virtually no retail save for on the small part of Northern Boulevard forming part of the southern border. There, you will find the more than 45-year-old Landmark Diner, the Greek fine-dining restaurant Limani and, a couple blocks north of Northern, the steakhouse Bryant & Cooper.
Just over the southwest border are a Whole Foods and the famed Miracle Mile shopping district. An Uncle Giuseppe's Marketplace is just past the northern border. There are no Long Island Rail Road stations, but the village is close to three on the Port Washington line.

There is only one park — Flower Hill Park, with playgrounds for ages 2 to 5 and 5 to 12, a basketball court and an informal playfield — but the village in 2021 inaugurated the Flower Hill Historic Trail, a network of seven walking routes ranging from about one mile to 17 miles, with 102 points of interest. These include the Flower Hill Cemetery, with 10 known gravesites dating from 1798 to 1896.
Recreation includes the private North Hempstead Country Club, with an 18-hole golf course, a pool, tennis courts, junior sports and summer sports programs. Among the village's civic activities, Schwartz said, "The Women's Club of Flower Hill every year does the event Light the Night — which involves lighting little candles along the streets — and lighting the Christmas tree and menorah."
Overall, Rosenbaum said, Flower Hill is a place where "kids are out all the time with their parents, with their bikes, everybody's walking dogs. It's nice and quiet, very low on crime. We really maintain our roads. Everything is kept very clean. It's just a very neat and tidy, family-oriented area."
