Indianapolis - Broncos new head coach John Fox said he has three capable quarterbacks on his roster, but only one starter. And that starter is not last year's first-round draft pick, Tim Tebow, but Kyle Orton, the quarterback acquired in the Jay Cutler trade before the 2009 season. 

"As far as I'm concerned, [Orton] is under contract, and he's the starting quarterback for the Denver Broncos," Fox said this morning at the NFL Scouting Combine. 

The next question is whether Tebow will remain with the team, or even if Orton will remain with the team. There has been speculation that the Broncos are willing to move either one of them in a trade. Whether that happens is anyone's guess, because the Broncos aren't saying. 

So it's too early to tell whether Fox will actually go into the season with Orton as his No. 1, or whether he might be trying to drive up the price in a potential trade of the former Bears quarterback.
