Antwaan Randle El threw a 39-yard touchdown pass off a trick play, and the Steelers turned a fumble, a blocked punt and an interception into points before barely holding on for a 27-21 victory over the Bengals last night in Cincinnati.

Pittsburgh (6-2) kept pace with Baltimore atop the AFC North.

Jeff Reed missed a field-goal try with 3:59 left, giving the Bengals (2-6) a last chance. They drove to the 12-yard line before Jordan Shipley was stripped of a fourth-down pass with 34 seconds left, handing Cincinnati its fifth straight loss.

Pack's Collins fined

The NFL fined Packers safety Nick Collins $50,000 for a helmet-to-helmet hit on Cowboys receiver Roy Williams. In a statement, league officials said Collins "violently and unnecessarily struck a defenseless receiver" in the neck and head area with his helmet Sunday night and called it a "flagrant violation of player safety rules."

No fine for Collie concusion

The NFL did not hand out any discipline for the hit that gave Colts receiver Austin Collie a concussion. He was hit by the Eagles' Quintin Mikell, then took a helmet-to-helmet shot from Kurt Coleman. Collie briefly lost consciousness and was taken off the field by stretcher.

Coleman was penalized for unnecessary roughness. The NFL said because the helmet-to-helmet contact was a result of Collie's being driven toward Coleman by Mikell's legal hit, there will be no fine. Sparano spitting mad

Dolphins coach Tony Sparano wants the NFL to investigate a complaint that Ravens fullback Le'Ron McClain spat in the face of Dolphins linebacker Channing Crowder. McClain denied doing it, but a replay from Miami's WFOR-TV appeared to confirm the incident.

The Packers released cornerback Al Harris, who hasn't played since last November . . . Panthers quarterback Matt Moore has a torn labrum in his throwing shoulder and needs season-ending surgery. Coach John Fox said linebacker Dan Connor (broken hip) is lost for the season and that running back Jonathan Stewart has a concussion . . . Lions quarterback Matthew Stafford (right shoulder) told Detroit's WJR radio he doesn't think he'll play Sunday at Buffalo.
