Special master Stephen Burbank has ruled against the Cowboys and Redskins in their attempt to overturn a huge salary cap reductions imposed by the NFL earlier this year. The league penalized both teams for what it called intentionally dumping contracts into the uncapped 2010 season. 

The league ordered Washington to forfeit $36 million in salary cap room over the 2012-13 seasons and the Cowboys were docked $10 million in cap money over those two years. The teams had appealed to Burbank, a professor at the University of Pennsylvania who has handled such cases in the past. 

The decision was announced today by NFL lead counsel Jeff Pash at an owners meeting in Atlanta.
