With the launch of a new "education commission," Gov. Andrew M. Cuomo seems poised to lay the groundwork for changing another element of state government.

In Albany parlance, Cuomo already has "blown up" gambling by creating a gaming commission, and downstate transit by ushering in new leaders at the Metropolitan Transportation Authority and the Port Authority.

In announcing his education panel, the governor declared that "government has failed to do what government should be doing," perhaps signaling an overhaul.

Still, Richard Parsons, the panel chairman and former head of Citigroup, said members were not "here today to sort of beat up on the public school system." -- Yancey Roy
