Write-in candidate Frank Scaturro was certified Tuesday as the winner of the Conservative Party primary in the 4th Congressional District.

Scaturro, 39, beat Nassau Legis. Francis X. Becker by a vote of 259-213, Nassau County election officials said.

Becker (R-Lynbrook) beat Scaturro 6,836 to 5,531 in the June 26 primary for the Republican nomination to challenge Rep. Carolyn McCarthy (D-Mineola). That result also was certified Tuesday.

Neither Scaturro nor his top campaign aides could be reached to discuss whether he would make it a three-way race.

"He definitely has that line, but what he will do with it I don't know," said Democratic Elections Commissioner William Biamonte. "But during the Conservative recount, his campaign people were saying they intended to run a full-blown campaign."

Nassau's Conservative Party chairman Daniel Donovan Jr., of Plainview, said that even though he and Scaturro had not spoken for two years, they had a pleasant conversation a few days ago. "But I still don't know what he plans to do," he said.

Becker said, "We agreed on a lot of things, including that it would be best if we worked together to defeat Carolyn McCarthy. I hope and believe that we will work together on that."

Scaturro, of Hempstead, is a lawyer in Manhattan.
