Gov. Andrew M. Cuomo, in a joint news conference with governors Phil Murphy of New Jersey and Ned Lamont of Connecticut, on Wednesday announced "a joint travel advisory" requiring visitors from states with high transmission rates of the coronavirus to quarantine themselves for 14 days when they visit the tristate region.
