On Tuesday, Gov. Andrew M. Cuomo, on what he called day two of a four-day State of the State Address, said the state aims to open hundreds of rapid-testing sites similar to the one at the Buffalo Bills playoff game, in order to speed the return of restaurants, theaters, offices and other commercial spaces.
