Search warrants executed at homes of current, former NYPD officials, commissioner Jessica Tisch says

The NYPD and FBI executed search warrants at the homes of current and former New York City Police Department officials on Wednesday, according to a law enforcement source who described the action as an offshoot of the long-term probe into the conduct of Jeffrey Maddrey, the chief of department under former Mayor Eric Adams.

Search warrants were executed at the home of former Deputy Commissioner of Public Information Tarik Sheppard and Assistant Chief James McCarthy, the law enforcement source said. The homes of other former and current members of the department were also searched. No arrests have been made.

McCarthy was removed as head of the Manhattan South Patrol Borough and replaced by Assistant Chief Melissa Eger, an NYPD spokesman said. Eger formerly served as the chief of Patrol Borough Staten Island.

“When I became police commissioner, I promised New Yorkers that under my leadership the NYPD would conduct itself with integrity and that there would be a thorough investigation of any claim that members of service failed to meet that standard,” Commissioner Jessica Tisch said in a post on X. “The investigation and our actions this morning are part of an ongoing effort to fulfill that commitment and hold the department to its highest ideals.”

The FBI also searched Maddrey’s home for the second time in two years on Wednesday as part of an unrelated investigation, the law enforcement source said. Peter Brill, Maddrey’s attorney, did not immediately respond to requests for information.

Like Maddrey, Sheppard and McCarthy enjoyed close relationships with Adams, who was indicted on federal bribery and corruption charges in 2024. The charges were dismissed by the U.S. Justice Department after Adams agreed to help the Trump administration with immigration enforcement. Sheppard did not respond to requests for information. McCarthy could not be reached for comment.

Maddrey resigned in 2024 amid charges that he coerced sex from a subordinate in exchange for $200,000 in overtime. His home was first searched by authorities in January 2025, shortly after he left the department.

Federal investigators have also seized phones from Edward Caban, Adams’ second commissioner, former Deputy Mayor for Public Safety Philip Banks III, and Timothy Pearson, an Adams confidant.

Meanwhile, in an unrelated investigation, Adams’ former chief of staff was arrested at his Manhattan home Wednesday morning on alleged bribery-related charges. A federal indictment unsealed Wednesday said Frank Carone allegedly accepted more than $100,000 from a Queens hotel owner in return for a city contract for emergency housing for migrants in 2022.

The indictment charges Carone and other defendants — brother Anthony Carone, hotel owner Yan Po Zhu and hotel employee Crystal Chen — with bribery, wire fraud, money laundering and other crimes. Carone pleaded not guilty at an arraignment Wednesday afternoon in federal court in Brooklyn. U.S. District Judge Kiyo A. Matsumoto ordered him held in lieu of $2 million bond.
