There is no quarterback controversy in Philadelphia. At least not in coach Chip Kelly's mind.

Michael Vick left the Eagles' 36-21 victory over the Giants Sunday just before halftime with a strained left hamstring. Nick Foles threw two touchdown passes and played flawlessly in relief, but Kelly emphatically said Vick will be his starter next weekend against the Bucs if he's healthy.

How emphatically?

"Yes," Kelly said when asked if Vick will start.

"No," Kelly said when asked if Foles can do anything to put himself in the conversation to unseat a healthy Vick.

"In this league, I think you need two quarterbacks," Kelly said. "That's the nature of this league. We're fortunate that we do."

Kelly said he didn't change the playbook when Foles took over with the Eagles leading 16-7 late in the first half. That's odd, because when Vick was in, the Eagles used the read-option and quarterback sweeps, and when Foles was in, the Eagles had their quarterback hand off the ball or drop back and throw.

Vick was injured without being touched when he ran out of bounds on a 13-yard scamper with 5:05 left in the first half. He stayed in for that series and the first snap of the next one before Kelly called on Foles. Kelly said he could have stayed with Vick, but he clearly was not moving well after the injury.

Foles led the Eagles to a field goal before halftime to make it 19-7. The Giants rallied to take a 21-19 lead in the third quarter, but Foles led another field goal-producing drive to put Philadelphia on top 22-21 going into the fourth.

Then Foles threw touchdown passes of 25 yards to Brent Celek and 5 yards to DeSean Jackson.

Foles completed 16 of 25 passes for 197 yards with a quarterback rating of 114.9. Vick was the game's leading rusher with 79 yards on seven carries with a long of 34. The Giants gained 53 yards on the ground as a team.

As a passer, Vick was 6-for- 14 for 105 yards. His QB rating was 69.0.

Vick said he is scheduled to have an MRI Monday and expects to start Sunday against Tampa Bay.

Foles, who was a third-round draft pick in 2012 and started six games last season when Vick was injured, had the same expectation about who the Eagles' No. 1 quarterback will be: Not him.

"I'm not even thinking that way," Foles said. "First thing I did when Mike got hurt is I prayed for him: 'Give him strength, God.' My job was to go in there when Mike was hurt and get a win. I had a great team around me to help me do that. I'm excited to go on the bus with the team. I don't think that way."
